The world has a historic opportunity and the tools to end AIDS as a public health threat by 2030. But this goal is at serious risk. Global funding for HIV is declining, debt are rising burdens in many developing countries, and life-saving HIV services are being disrupted—especially in countries that rely on external support.

Marginalized communities are being hit hardest, losing access to essential HIV prevention, testing, and treatment. Without urgent, coordinated action, we risk millions of preventable deaths and a resurgence of new infections—reversing decades of progress.

We are on the ground, reallocating resources, supporting governments and communities, and working with civil society to restore and sustain services. The UNAIDS Value Proposition demonstrates the impact that can be achieved with donors’ contributions.

We know how to end AIDS as a public health threat. Taking this path is a political and financial choice which will save 1.8 million additional lives by 2030. We can achieve viral load suppression in 35 countries by 2025 and prevent 5 million additional new infections by 2030.

A modest investment in UNAIDS will deliver maximum impact. UNAIDS budget represents only 1% of total HIV resources and can be used to leverage over $20 billion of investments from national governments, PEPFAR and the Global Fund.

Resource Mobilization Strategy

UNAIDS continues to advocate for a fully-funded HIV response and will support civil society efforts to mobilize additional funding for effective advocacy for the global HIV response. The current plan focuses on three broad pillars: strengthened government donor funding, expanded private sector resources, and leveraged partnerships and innovative financing.

A funding gap for the Unified Budget Results and Accountability Framework (UBRAF) seriously threatens UNAIDS ability to deliver its full contribution to the implementation of the 2021-2026 Global AIDS Strategy.

The 2022-2026 Resources Mobilization Strategy relies on four key areas of change to sustainably fund the UNAIDS 2022–2026 UBRAF for progress to end AIDS as a public health threat by 2030:

Enabling environment

UNAIDS will continue to create an enabling environment across the organization that clearly prioritizes resource mobilization. UNAIDS focus and organizational capacity will need to adapt to the changed availability and types of donor funds. UNAIDS will reach its UBRAF financial target primarily through core funding, augmented by additional funding options.

To secure this funding, UNAIDS will transform its partnerships, and concentrate on the greatest return on investment and opportunities, by adopting two key practices: market segmentation and account planning.

To make the case for investment and develop successful proposals, UNAIDS will further develop its value proposition, as well as its ability to produce compelling proposals that align with the interests of donors (and global needs) and help to secure funding from different mechanisms.

Resource mobilization is a concern of the whole organization. UNAIDS will continue to develop its capacity, building and supporting an adaptive, coherent and global team that can mobilize and manage larger-scale funding in a changing external context. This capacity development will also focus on continuously improving efficiencies, maximizing available resources and reducing transaction costs.
